The IP RTM (routing table manager) is setting a bit map to indicate which slots it
is running on. Convert the hexadecimal number to binary format; then, read the bit
string from left to right. The leftmost bit is always 1. The second leftmost bit is for
slot 1, the third for slot 2, the fourth for slot 3, and so on. A map change occurs
whenever the IP RTM starts up or terminates on another slot.
