Action: Verify the integrity of the external clock.

Meaning: The configured value for the maximum number of PVCs that this circuit could support is
greater than the number that the system has resources to support. The number of PVCs the
BNX can support is based on several dynamic factors. The number calculated by FRSW is
a theoretical maximum which may not be achievable.
Action: Repair the configuration record.
