Unreachable Black Phone line status has been queried for its state
and no message has been received by the
Monitor (basically, a missed response).
Also, it could mean that SRP did not respond to
information about the phone line from the
Monitor. The Monitor needs to query SRP about
how it should contact the CCM (Call Control
Manager) process, before it can actually
contact CCM.
