When IPEX initiates a TCP connection, it wildcards the source IP address and
then selects an appropriate IP address. The MIB attribute
wfIpexMappingCfgLocalIpAddr allows for configuration of a source IP address
to prevent IPEX from going down whenever the IP address goes down.
